If you hire someone who does not live near your office, Section 2 of Form I-9 still requires a person to physically examine their documents.
Employers may designate an authorized representative to do that. A notary is a common choice, because examining ID carefully is the entire skill.

Two things to be clear aboutLink to this section
A notary completing an I-9 acts as the employer's authorized representative, not as a notary. There is no notary stamp on an I-9 and there should never be one. It is not a notarial act.
The employer remains responsible for everything on the form. That is federal law, not a policy choice. Care is taken, but the liability stays with you.
